Leo is President and Founder of Lawrenson Services, Inc., a firm providing a wide range of technical public and corporate financial services. He is a Registered Municipal Advisor and the manager of all of the day-to-day aspects of LSI, including all project management. He has over 41 years of progressive experience in municipal finance, debt analysis, and financial consulting, and over 46 years of system and application programming, hardware and software systems design, networking, and computer systems management and acquisition expertise.
Prior to starting his own firm, Leo worked for Lehman Brothers in various capacities including manager of their Atlanta office. Before joining Lehman Brothers, Leo was hired by Kutak, Rock & Campbell, a national 200+ attorney law firm specializing in public finance. Besides doing legal work for Wall Street clients and the Soviet Union, Leo served as National Director of Information Processing.
Born in Cheyenne, WY, Leo attended the Air Force Academy, NM State University and Standford University where he obtained his BS & MS degrees in Physics, Computer Science, Electronic Engineering and Artificial Intelligence. He retired in 2005 as a Colonel with 30 years of active and reserve military service from the United States Air Force Reserve, assigned to the Joint Chiefs of Staff at the Pentagon, providing Homeland Security and Military Support to Civil Authorities.
Leo has been in Rotary since 2009, and has held nearly every club officer position, including serving as President of 3 different clubs, one an E-Club. He has been Club Rotarian of the Year twice, District 6190 Rotarian of the Year, and is a Major Donor, Benefactor and Paul Harris Society member. Since relocating to Tucson, Leo was the 2023 and 2025 District Conference Chair, served on the Strategic Action Plan Committee, and is on the District Technology Team. He has attended three Alliance for Smiles cleft palate/lip surgery projects in Myanmar, Viet Nam, and Bangladesh and is a Shelter Box Hall of Fame Ambassador – a group founded by Rotarians.
Married to Hong “Lucy” Su, who is an OB/GYN specializing in IVF (in vitro fertilization), Leo is the proud step dad to Sibo “Monica” Qiao who is in her second year at University of Arizona with a 3.8 GPA, double majoring in business and fashion and is a member of the U of AZ Rotaract.

- Leo sings in choir, both professional and church, and has performed at Carnegie Hall, the Lincoln Center, and the Brooklyn Academy of Music
- Leo was in a federal prison band (not as an inmate!!) and plays several instruments
